PATNA: It's probably common wisdom now that the administration in Bihar stinks of political meddling and nepotism. But it's rare for a senior bureaucrat to display the kind of grit shown by chief secretary G S Kang in taking on with abandon the state's biggies ��� Governor Buta Singh, a veteran Congressman and Lalu Prasad, Bihar's de facto ruler even under President's rule and a close Congress ally.
Over a decade ago, the then Patna SSP R K Mullick locked horns with none else than the then boss of Bihar, CM Lalu Prasad, and called him a joker of whom he was not scared.

Today when Bihar is under President's rule and the boss is governor Buta Singh, Kang has repeated history. He has stopped short of calling His Excellency names, though.
Sulking over the governor's "arbitrary" style of functioning for quite sometime, Kang on Friday decided enough was enough and proceeded on leave to protest the transfer of some "bright and upright" IPS officers whom he wanted to retain on their places of posting. "But Siwan SP Ratn Sanjay's transfer was only the trigger point," Kang told TOI in an interview.
Excerpts:
Q. What prompted you to react so drastically against the governor... The transfer of Sanjay, who had made life miserable for Siwan strongman and Lalu aide Mohd Shahabauddin by his no-nonsense policing...?
A. That was only the immediate reason. The chief secretary of the state was being bypassed on all issues of governance.
Q. Were all the files not being routed through you to the Raj Bhawan?
A. Well, not all the files but many files... Just ask the officer concerned why the file relating to the transfer of 17 IPS officers did not come to me before the transfers were finally ordered.

Q. Has the governor spoken to you after you shot off your protest letter to him?
A. Not so far.
Q. Why is it that the state IAS Officers' Association has not come out in your defence?
A. I have not sought anyone's help. Why should I?
Q. What next? Will you seek deputation to Centre?
A. Certainly not. I am on leave, and I will be going to Delhi soon on a personal trip.
